Screen statement

Service creates opportunity.

Leadership strengthens systems.

Recovery restores lives.

Carroll D. Parks, BSW, MPA, serves as Treasurer of the DC Addiction Treatment and Recovery Coalition and is Chief Executive Officer of Hillcrest Children and Family Services — a role he assumed on March 1, 2025, after serving as the organization's Chief Operating Officer.

His career spans more than 35 years across behavioral health, human services and public administration, from direct clinical and program work to executive leadership. He has also served as Director of Adult Services for the District of Columbia Department of Mental Health.

That combination of clinical grounding, public-sector stewardship and executive management shapes the perspective he brings to the coalition: treatment holds when the organizations delivering it are strong, coordinated and accountable to the people they serve.
